A professional position responsible for directing the work of the Engineering Division and providing technical engineering services for City construction and improvement projects.

Example Of Duties

  • Prepare plans, specifications and requisite permit applications for Public Works projects.
  • Work with various Public Works Divisions to resolve technical problems and project planning.
  • Review technical submittals for code compliance.
  • Attend meetings and technical conferences.
  • Prepare technical reports.
  • Provide engineering services related to design, construction, maintenance and operation of streets, parks, building facilities and drainage systems, canal systems and seawalls.
  • Design and delivery of city sponsored technical studies, capital improvement projects, and other special projects.
  • Oversee land surveying for the City.
  • Develop engineering plans and specifications, coordinating required advertising for bids, reviewing construction bids and making necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria.
  • Perform engineering management of projects: provide project management for the construction of the City projects; oversee assigned projects to ensure contractor compliance with time and budget parameters for the project; evaluate issues and options regarding City projects.
  • Act as Interim Public Works Director in his absence
  • Assist in the preparation of various division reports, budgets, and ordinances;
  • Assist Public Works Director with personnel and other division related issues.
  • Coordinate and/or undertakes the development of the City's Storm water Management Program. Program must meet applicable NPDES Phase II requirements.
  • Maintain regular contact with consulting engineers, construction project engineers, County, State and Federal agencies, professional and technical groups and the general public regarding engineering activities and services.
  • Maintain the City's engineering library and infrastructure records. Coordinate the preparation of, or developing, reviews and updating the storm water drainage, street system maps, data base, and comprehensive plans.
  • Assure as-built records of projects, and documents necessary changes for the operation and maintenance programs.
  • Respond to public or other inquiries relative to engineering policies and procedures on specific projects and other information.

    • Knowledge of applicable laws and regulations.
    • Knowledge of local codes and ordinances.
    • Knowledge of the principles and theories of land surveying.
    • Knowledge of accounting practices.
    • Knowledge of methods and techniques used in the construction cost estimation of public works projects.
    • Skill in administering contracts for public works projects.
    • Skill in planning, organizing, and prioritizing work.
    • Skill in performing mathematical computations and applying standard engineering techniques in the design and construction of public works projects.
    • Skill in the use of a computer.
    • Skill in the use of surveying, drafting, and materials testing equipment.
    • Skill in the use of electronic and manual measurement devices.
    • Skill in supervision.
    • Skill in oral and written communication.
    • Ability to perform a broad range of supervisory responsibilities over others.
    • Ability to organize, analyze, interpret, and evaluate scientific civil engineering problems and provide practical, cost effective solutions.
    • Ability to keep abreast of changes in scientific knowledge and engineering technology and utilize such changes in solution of theoretical or practical civil engineering problems.
    • Ability to communicate orally in the English language with customers, co-workers, contractors and the public in face-to-face one-on-one settings, or using a telephone.
    • Ability to comprehend and make inferences from written material written in the English language.
    • Ability to review or check the work products of others to ensure conformance to design and construction schedules.
    • Ability to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation and grammar.
    • Ability to use a personal computer, engineering applications, and data management software in performing duties.EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:
      --- Bachelor's Degree in Civil Engineering required. Master's degree highly desirable, but not required.
      --- Three (3) years of experience designing and managing municipal public works projects.
      --- Must have a valid Florida Driver's License.
      --- Registered Professional Engineer in the State of Florida or able to obtain within six months of employment.

      Supplemental Information

      • Exercises direct supervisory authority over Engineering Technicians and Project Managers within the Division and others as assigned.
